Our team

Under the supervision of Jean-Luc Perron, Managing Director, the Grameen Crédit Agricole Microsoft Foundation team now includes 12 full-time specialists as well as trainees.

The Foundation is divided into three departments.

The Development and Technical Assistance Department takes care of:

  • communication;
  • looking for and identifying microfinance institutions (MFIs) and social-business projects that meet the criteria of the Foundation;
  • negotiation of partnership terms and following-up on the relationship;
  • the technical-assistance offer and advice to MFIs and partner businesses;
  • searching for financing from donors and funding agencies.

The roles of the Financial Department are:

  • working out the Foundation’s finance offer to the MFIs under consideration and developing financial and social analysis tools;
  • in-depth analysis of the MFIs’ financial and social performances and due diligence, as well as presenting applications to the Foundation’s decision-making bodies;
  • designing tools for regular reporting on the financial and social performances of its portfolio.

The Management Department takes care of:

  • setting up the Foundation’s operations (“middle office”) and relations with CACEIS Bank Luxembourg for the administrative and accounting processing of operations (“back office”);
  • preparing and following up on the Foundation’s budget, managing its personnel and producing its accounts and annual report;
  • managing its financial risks as well as producing the reporting needed to control all its risks;
  • organising meetings of the different bodies of the Foundation and making sure they are carried out properly.

The roles of research and development on microfinance and social business as well as of looking for institutional partnerships are the direct responsibility of the Managing Director.

Jean-Luc Perron  is a 1980 graduate of the École Nationale d’Administration (ENA). He began his career with the French Ministry of Agriculture.

In 1985, he joined the CNCA (today Crédit Agricole S.A.), where he managed credit activities for agriculture and then financing of large-scale leisure and tourism projects. In 1992, he created Crédit Agricole Consultants, a subsidiary specialised in technical assistance with countries in Central and Eastern Europe and the ex-USSR.

From 1997 to 2002, he was Manager of International Participations of the Crédit Agricole Group, and as such member of the Board of Directors of several banks in Europe and South America. From 2002 to 2009, he was European Affairs Adviser to Crédit Agricole S.A.’s senior management.

Since 2007, Jean-Luc Perron has been a driving force in designing and creating Grameen Crédit Agricole Microfinance Foundation, for which he has been Managing Director since 4 October 2008.

From 1986 to 2004, Philippe Guichandut worked for various French development NGOs (France Volontaire, Inter-Aide, Enfants et Développement - Save the Children France, CCFD-Terre Solidaire). He spent six of those 17 years in the field: in Rwanda, India and the Philippines. He was in charge of setting up and monitoring development and microfinance projects. He became the first Executive Director of the European Microfinance Network when it was created in 2004. He has been teaching development and microfinance project management for more than 10 years in France and other European countries.

In November 2010, he was appointed Head of Development and Technical Assistance at Grameen Crédit Agricole Microfinance Foundation.

Philippe Guichandut has a Master’s degree in Urban Social Development from Université d'Evry and an MBA from the European University of San Francisco.

From 1986 to 2006, Jürgen Hammer worked in investment banking (Deutsche Bank, Banco Santander, Crédit Lyonnais) and specialised in interest-rate products in emerging countries. In 2006 he decided to take advantage of these experiences and use his expertise on markets to help develop microfinance funds (EFSE Fund in Frankfort, JAIDA fund in Morocco).

In March 2008, he joined the Grameen Crédit Agricole Microfinance Foundation as the investment policy and portfolio manager.

Jürgen holds an MBA in International Business from City University of New York, as well as a Master’s degree in Applied Economics from Université de Paris-Dauphine.

Having joined Crédit Lyonnais in 1988, Pascal Webanck quickly became specialised in the economy and debt of developing countries.

He then worked first for the Economic Studies Division, where he played an active role in negotiating the bank debt of many emerging countries. He then worked in the Financial Division, where he helped set up a debt issuance programme before specialising in the bank’s asset and liability management.

In late 2006, he joined Crédit Agricole Consultants, Crédit Agricole’s advisory and technical-cooperation subsidiary for developing countries. Then, in February 2008, he joined Crédit Agricole S.A.’s microfinance mission, which was in charge of laying the groundwork for the Foundation.

Pascal holds a postgraduate degree (D.E.A.) in Economics and a Master’s degree in Mathematics from Université de Nice.

Pauline Angoso first worked as an analyst in socially responsible investment (SRI) for BNP Paribas Asset Management before working as a credit analyst for Planet Finance Investment Services (PlaNIS).

She then carried out a field mission with Al Sol (Alternativa Solidaria), a microcredit institution located in Mexico, in the Chiapas region.

Pauline Angoso joined the Foundation’s development department in April 2010.

She holds a Master’s degree in Market Finance and Investment Banking from the Ecole Superieure de Commerce - Toulouse Business School.

Anne Bossard began her career at Deutsche Bank in 1997, where she was manager of the Middle Office in the Export Structured Finance Department until March 2006. She then returned to university in 2007 and obtained a Master’s degree in Development Economics, after which she carried out several assignments in the microfinance sector.

Within the Foundation’s management department, Anne Bossard has been manager of Middle Office operations since 2008.

Anne holds a Master’s degree in Development Economics from Université de Paris XII and a Master’s in Foreign Languages and Studies from Université Catholique de l’Ouest.

Baptiste Larnaudie has been an analyst at the Foundation’s Financial Department since 2008.

He holds a Master’s degree in Finance, Banking and Commodities Trading from Université Bordeaux IV (September 2008). During his studies he was especially interested in the issue of exchange risk in microfinance.

Yann Masurel started his career in 1999 with Natexis (now Natixis) as corporate business manager. He then turned towards microfinance, first in France with Association pour le Droit à l’Initiative Economique (ADIE), then in Asia and the Middle East. He worked for GRET in Cambodia and then for the United Nations in Syria in 2006.

Yann Masurel joined the Development Department of Grameen Crédit Agricole Microsoft Foundation in May 2009.

Yann Masurel is a graduate of ESC Rennes School of Business and has a Master’s degree in Finance from the University of Nottingham.

In 2003, after eight years in corporate & investment banking with Paribas and then ABN-AMRO, Dominique Weiss became regional administrator of Balkan-area programmes for Handicap International. From 2005, she worked for PlaNet Finance as investment partner for ResponsAbility, a fund devoted to financing microfinance institutions (MFIs).

Dominique Weiss joined Grameen Crédit Agricole Microfinance Foundation in October 2008. Within the Investment Department of the Foundation, she is in charge of the financial and social analysis of MFI partners.

Dominique Weiss is a graduate of ESSEC (École Supérieure des Sciences Économiques et Commerciales).

Before joining our team, Thérèse Sandmark was a freelance consultant in microinsurance focusing on the agricultural sector and social performance indicators. Prior to that, she was based in Nairobi for 2.5 years  working as Programme Officer in microfinance and microinsurance covering the East Africa region for the Swedish Cooperative Centre. Thérèse also has several years of work experience as a Project Manager monitoring and evaluating programmes of the European Commission for Brussels-based MWH Global.

In April 2011, Thérèse joined the Grameen Crédit Agricole Microfinance Foundation as the Agricultural Microinsurance Programme Officer.

Thérèse holds a MSc in Business and Economics from the Stockholm School of Economics as well as Master in Microfinance from the European Microfinance Programme at the Solvay Business School in Brussels.

After beginning his career at Ifremer (French research Institute for exploration of the sea) in 2002, Christophe worked in London on the questions of company Governance before joining in 2007 IDEAM, the Sustainable Responsible Investment skillcentre at the asset management division of Amundi. Christophe worked on the development of a SRI funds, both with the institutional clients and the particular customers of retail banks, with a particular focus on solidarity funds of social entrepreneurship and development aid.

Christophe is awarded a diploma by the Master's degree of Management of the Sustainable development at HEC (French Business School) where he teaches the SRI.

Since May, 2011 Christophe studies the implementation of a Social Business fund for the Foundation.

Céline first managed private sector and microfinance development programmes, with a specific focus on inclusive enterprises, in Balkans, Northern and Southern Africa, for 5 years (for French NGOs such as Caritas, Handicap International, CIDR).

After developing the CSR department of the French anti-cancer network (Ligue contre le cancer), she joined the Regional Council of Ile-de-France to take part in the implementation of the social economy and social entrepreneurship policy. Then she worked for 3 years at the European Commission (DG Aidco/Europeaid) in supporting quality of aid for trade and private sector development programs, with a specific focus on new business models. She thus belonged to different expert working groups on inclusive businesses. She joined the Foundation in October 2011 as social business investment officer.

Celine graduated from the Institut d’Etudes Politiques de Paris and holds a MA in Economics and social sciences from Sussex University.

After a first experience in mergers and acquisitions within the Credit Agricole Group, Guillaume Martin has oriented his career since 2008 towards consulting and audit working for Ernst & Young (Accounting Compliance and Reporting department). He has worked mainly in the areas of Real Estate and Bank-Insurance.

He reinforces the Management & Administration department due to the increased activity of the Foundation and the creation of an Investment Fund on Social Business.

Guillaume holds a Master's degree in finance and financial engineering from the ISC Paris and the MBA Institute Paris.
